Since Acheng’s shift from a county to a city and then from a city to an administrative district of Harbin, Acheng’s national economy has shown a good development momentum, according to the development goal determined in Acheng District’s Overall Urban Planning and the development thoughts “High-Starting Point Planning, High-Standard Construction and High-Level Management”, particularly due to Acheng District Committee and Acheng District Government’s including urban construction work into the important schedule, putting forward the strategic goal “Strong Industrial District, Well-Known Tourist District, New Ecological District and Large Cultural District” and great efforts in advancing urban and rural construction in the past three years, Acheng’s urban and rural environment has improved significantly, with urban construction changing greatly.

　　In recent years, Acheng has attached great importance to creating a new 20-square kilometer urban area-“New Town with Mountains and Waters”, depending on the natural ecological advantages of there being mountains and waters in the southeast of Acheng, with the Ashi River as the axis, in accordance with the national first-rate standards. Pulled by the construction of the “New Town with Mountains and Waters” , the construction of  infrastructure, ecological environment, culture and public utilities are progressing at the same time. A new eco-livable town featuring integration of mountains and waters and harmonious fusion of man and nature is gradually taking shape.
　　In the past more than 10 years, Acheng has realized cumulative investment amounts of over ￥3 billion, 4.6 times the total urban construction investment amount 40 years before the foundation of Acheng District, with urban carrier functions noticeably improved. With focus placed on the construction of such infrastructure as roads, bridges, water supply and drainage, heat supply, gas supply and greening, Acheng has implemented the construction of more than 100 key projects, with 13 primary and secondary roads in the urban area provided with high-grade and sub high-grade pavement, involving a total length of 113,000 lineal meters, with 111 lane roads with white and black pavement crisscrossing, with a per capital pavement area reaching up to 5.6 square meters, with 13 bridges, including Acheng Overpass and Jinglong Bridge extending in all directions, forming an unblocked traffic network; high-rise buildings and imitated antique buildings with diversified features have been constructed row upon row, with commercial outlets provided throughout blocks, with 17-hectare Huining Park providing splendid scenery; fully-equipped People’s Stadium is broad and flat, with a seating capacity of nearly 10000 people; 28 residential communities, including Gaoming Community, Chaoyang Community, Jinshi Community and Yongtaiguang Community, have been developed, reaching an urban per capita living area of nearly 23 square meters, with combined heat and power supply realized in the urban area, with centralized heat supply area reaching more than 5 million square meters, realizing a benefit rate of over 85%; Jin Culture Leisure Square, Jinshangjing Nian Family Square, Qingzhen Square, Huining Park Square and parking parts have been built; landscaping projects have been implemented and green barriers have been built, involving cumulative investment amounts of over ￥40 million. The construction of the greening belts along the Ashi River, Majiagou River and riverside National Highway 301 has been completed, with urban greening area reaching up to 441.95 hectares, realizing a per capita greening area of 5.15 square meters and a green coverage rate of 25%. The lanes of main roads in the urban area have realized greening, fragrance and beautification in the air, with the yards of 46 organizations satisfying provincial and municipal-level standards for advanced yards, taking up 58% of yards of organizations. Street lamp construction has formed a multi-angle lamp decoration pattern, different styles for different streets, with over 3776 lamps illuminating brilliantly, becoming a gorgeous scenery line. At the same time, the small town construction of Acheng has made breakthrough progress. With the quickening of new socialist village construction process, each township of Acheng District has constantly elevated the construction level and standard to strongly pull the regional economic development, with the perfection of infrastructure construction as the key point, with strengthened comprehensive control of towns (streets) and villages as the breakthrough point, with the construction of industry-oriented type, industry-driven type, market-driven type, tourism development type, reinforced village expansion type and comprehensive development type towns (streets) as the target. Presently, Yuquan Street has been listed as one of state-level top 50 strongest pilot towns, one of provincial-level richest towns and Pingshan County has been listed as one of provincial-level pilot towns; Hongxin New Village of Liaodian County and Team 9 of Ashihe Street South Town have been appraised as Provincial-Level Civilized Pacesetter Villages; such towns (streets) Jiaojie, Xiaoling, Yagou, Xinhua, Sheli, Songfengshan, and Hongxing have become a typical demonstration group for rational planning and layout, complete infrastructure facilities, standard target management and high production and living environment quality, a new open modern garden-type district of Harbin has taken shape. Acheng has been granted such titles as “National Hygienic City”, “National Advanced City in Terms of Comprehensive Control of Urban Environment ”, “National Advanced Cultural Town (City)”, “Heilongjiang Provincial-Level Well-Known Historic and Cultural City”, “Heilongjiang Advanced Civilized Urban Construction Pacesetter” and “National Excellent Tourist City”.
