In recent years, Acheng has constantly increased its input in social undertakings, with significant achievements made in education, science & technology, health and security. It has been appraised National Advanced County (District) of scientific and technological progress for 6 consecutive years, has passed the preliminary inspection and re-inspection of the provincial government’s. “nine-year compulsory education basically universal in high-level and high-quality”, and has been granted the title “Heilongjiang Advanced Safe Production Work Unit” for three consecutive years, the title “Provincial and Municipal-Level Advanced Collective Due to Excellent Petition Letter Handling and Stability Guaranteeing Work” and the title of “Peaceful Longjiang” Advanced District for four consecutive years.

 Especially in 2012, Acheng continued to increase employment policy support efforts, providing 5,682 jobs for university students, migrant workers and laid-off persons and grant small-sum guaranteed loans of ￥22.1 million, with registered urban unemployment rate controlled with 4.0%. Acheng actively solved the problems caused by the medical insurance being included in the social pooling at the municipal level, with the insured employees of the whole district enjoying the same medical treatment as Harbin’s urban employees, with the basic medical expense reimbursement standard increased from￥60,000 to￥100,000, the serious disease medical assistance standard increased from￥120,000 to ￥ 250,000. The participation rate of the new cooperative medical system reached 99.9%, with a benefit area of more than 75%. Acheng comprehensively advanced the pilot work of the new rural social endowment insurance and urban residents’ social insurance work, with 40,800 people enjoying state-level aid fund of ￥40.39 million, with the work of land-expropriated farmers participating in urban enterprises employees' endowment insurance launched. Acheng provided aid for 173 tramps and beggars and supported 2449 people by implementing a five-guarantees subsistence program in the rural area. Acheng actively conducted charity and donation activities, and raised charitable funds of ￥3.3 million. Acheng increased efforts to help poor students and invested ￥330,000 to help 110 poor college students, provide living subsidies of ￥ 728,000 for 1324 boarding system students receiving rural compulsory education and provide living subsidies of ￥2.4 million for 3224 poor high school students, making no students drop out due to family poverty. Acheng actively advanced the construction of affordable housing, low-rent housing and public rental housing. The 1100 apartments of the first stage of Songfang Affordable Housing were delivered, with ￥ 65 million invested to build 60 low-rent apartments, covering an area of 2,983 square meters and 500 public-rental apartments, covering an area of 28,800 square meters. ￥635 million was invested to implement the shanty area transformation, with 7,287 replacement apartments built, covering an area of 497,000 square meters. ￥130 million was invested to transform 2028 thatched clay houses in the rural area, with newly built area reaching 162,000 square meters. Acheng strengthen property management, with 25 community property service stations built. 19 buildings without property management transformed, involving an area of 126,000 square meters. ￥16.03 million was invested to complete 70 rural safe drinking water projects, solving the drinking water safety issues involving 27,500 people. Hahong BOT highway buy-back was completed and toll stations were cancelled. ￥182 million was invested to complete road reconstruction, effectively solving the traffic bottlenecks restricting economic development for a long time and the difficulties that people had in travelling.
