Acheng District of Harbin is located 23 km southeast of the downtown area of Harbin, capital city of Heilongjiang Province, 50 km from Harbin Taping International Airport, with National Highway 301 and Bin-Sui Railway running through it. The whole district covers an area of 2,452 square kilometers, with its basic landforms featuring “70% mountains, 10% water and 20% fields”. It has 7 towns, 12 streets and 108 administrative villages under its jurisdiction, with a total population of 597,000. It is a well-known “Home of Rice”, “Home of Garlic”, “Home of Engraving Art” and “Home of Skiing” in China. In 2000, it was appraised as “China’s Outstanding Tourist City” by the state and in 2005, it was granted the title “China’s Top 200 Cities with Unique Charm”. It is a well-known historical and cultural city in Heilongjiang Province and has been referred to as the Tourism Resources-Rich Region by the National Tourism Administration of the People’s Republic of China.

　　Historical and cultural resources. Acheng is a well-known cultural city with a long history. It is the birthplace of Jurchen-ancestry of Man Nationality. In the 12th century, Acheng witnesses the rise of a valiant and aggressive nationality-Jurchen, who founded a promising, powerful and prosperous 120-year old Jin Dynasty, which enjoyed high reputation in China’s history, with ornamental bows, iron horses and lofty spirit. In 1115, Wanyan Aguda, a great Jurchen leader, founded the Jin Dynasty by the Ashihe River, where four emperors, Emperor Taizu, Emperor Taizong, Emperor Xizong and Emperor Hailing, ruled for 38 years successively, during which Jurchen expanded its borderland and territory here and created brilliant culture of the Jin Dynasty, making its culture a brilliant sub-culture in the long history of the Chinese people. In 1153, aggressive Emperor Hailing, with the ambition of “Unifying the Country ”, made Yanjing (today’s Beijing) its new capital, creating a record of Beijing being used as the capital city of Chinese past dynasties. The first capital city of the Jin Dynasty-Jinshangjing Huining Prefecture is one of four well-known ancient capitals in North China. It was once the center of politics, economy, military and culture in Northeast Asia and it was known as “Oriental Pearl”. In spite of more than 800 years’ colossal changes, Acheng has retained a large amount of historic and cultural relics of the Jin Dynasty and it has the Jin Dynasty’s cultural relic museum in China-Acheng Jinshangjing Historical Museum, which has a unique style and abundant cultural relics and can be said to be a domestically first-rate museum; the site of the first capital of the Jin Dynasty-Jinshangjing Huining Prefecture is huge and magnificent; the Tomb of the First Emperor of Jin Dynasty, known as “No. 1 Tomb in Heilongjiang” is magnificent, mysterious and impressive; splendid sites of ancient cities of the Jin Dynasty, numerous mysterious tombs of emperors, brilliant and rare cultural relics, unique Jurchen customs, long and profound Taoism culture of the Jin Dynasty and beautiful natural scenery show perfect combination, forming unique tourism resources in Heilongjiang and even in China.
　　Natural tourism resources: Acheng has impressive mountains, rivers and flat plains, with the Ashi River flowing through it, on both banks of the river are splendid scenery. Acheng is an urban-rural district nearest to Harbin and it is on the optimum travel radius of Harbin and on the golden travel route of Heilongjiang, with abundant tourism resources, especially well-know for its ecological forests, geological wonders, leisure and vacation, with a forest coverage rate of up to 50%, becoming a natural oxygen bar in spring and summer. Its forest resources are mostly coniferous and broad-leaved mixed forests, including domestically well-known high-quality species, such as Korean pines and manchurian ash. Whenever early autumn comes, Jinlong Mountain National Forest Park, with virgin forests nearest to the capital city of a province in China, boasts forests that glow with autumn tints, making people unwilling to leave. Harbin North Forest Zoo, covering the largest area in China, is highly praised by tourists from home and abroad. Songfeng Mountain, a holy place of Taoism, is the earliest holy site of Taoism in Northeastern China. Hongxing Lake has gorgeous scenery, as beauty as West Lake. Xudong Golf, dominated by such products as ecological sightseeing, golf and skiing, has a graceful environment and complete facilities. Pingshan Tourism and Vacation Resort has a typical European garden style, with green mountains, with the sound of deer heard everywhere. The waters and mountains here reflect Acheng’s unique context, allowing people to experience the breath-taking scenery of the mountains and waters of the Jin Dynasty and the endless charm of the culture of the Jin Dynasty.

　　Ice and snow tourism resources. The mountain area in the east of Acheng, including Yuquan and Pingshan, belongs to the branch of the Changbai Mountain- western slope of Zhangguangcai Mountain, where undulating mountains and endless forests can be found, making it a perfect place for skiing. China’s earliest ski resort was established in Yuquan in the early 1930’s , which has a long history of skiing and has trained a large number of excellent ski athletes for China, known as “Home of Skiing in China” and “Cradle of Ski Athletes in China”. In winter each year, more than 200000 tourists flood into Acheng. Among high mountains, strong figures of skiers and bursts of laughter make the cold winter filled with the warmth of spring. Acheng has a long snow period in winter, with a large snow volume, and the snow can stay for 80 to 120 days. Depending on the advantages of the Harbin Ice and Snow Festival, Acheng has developed a series of ice and snow entertainment tourism industries catering to the taste of the public and has established more than 20 large and medium-sized ski resorts, of which 5 have reached Heilongjiang’s ski resort quality evaluation grade standard, i.e. Heilongjiang Pingshan Shenlu Ski Resort (ssss), Yuquan Fanqi Shangjing International (sss), Yuquan Weihushan Forest Park (ss), Xudong Lantian Ski Resort (ss) and Yuquan International Hunting Ground (ss). Acheng has the largest closed hunting ground in Aisa-Yuquan International Hunting Ground, with its unique northern garden style and primitive hunting mode making people excited. Fanqi Shangjing International Tourism Area has complete first-rate facilities. Acheng has formed its “Silver Industrial Chain”, based on the travel to the home of snow, hunting on the snow ground and vacation in the cold region, with ice and snow as the theme, allowing people to seek Heilongjiang’s thousand-year context, appreciate splendid northern scenery and experience the passion and romance of skiing.
　　Since Acheng’s shift from a city to a district of Harbin in August 2006, Acheng has started a new chapter for its social and economic developments. Standing at a new historic starting point, the development thoughts and key strategic points for the coming five 　　years have been determined at the second party representative congress of Acheng District, with the work theme of “Creating a New City at the Foot of Jinlong Mountain, Constructing a Pearl City by the Ashi River” put forward, with the five-function positioning of “Carrying Zone of New Industrialization, Demonstration Zone of Urban Agriculture, Expansion Zone of Ice City & Summer Capital Tour, Core Demonstration Zone of History and Culture and Priority Pilot zone of Eco-Livable City ” defined and with two development strategies “Large Investment Attraction, Great Tourism” determined. From the strategic perspective of strengthening regional economy and adjusting industrial structure, Acheng considers tourism as an emerging pillar industry and a new economic growth point, with great importance attached to supporting the development of tourism, striving to create a new wealthy, civilized, honest, harmonious, happy and splendid Acheng.
　　In recent years, Acheng has constantly increased input in tourism construction, made full use of its unique resource advantages, location advantages, foundation advantages and economic development environment advantages and constantly improving comprehensive urban tourism service facilities, creating a batch of provincially well-known scenic areas in accordance with the standards for outstanding tourist cities in China , including Jinlong Mountain International Tour and Vacation Resort and Hongxing Cultural Scenic Area, forming a 160km-long golden tourism loop, with Changjiang South Road and National Highway 301 as the axis and with focus placed on the “Five Large Scenic Areas”, i.e. Jinlong Mountain, Hongxing Lake, Pingshan Mountain, Yuquan and Jin Culture. Currently, Acheng has developed 17 scenic areas, including 4 Grade 4A scenic areas and 2 national Grade 3A scenic areas. Acheng tourism and economy develop rapidly, industry scale constantly grows, tourism plays a huge pulling-role on the regional economy and development. Acheng has been the best destination for leisure and vacation in Heilongjiang.
