Acheng District of Harbin is located 23 km southeast of the downtown area of Harbin, capital city of Heilongjiang Province, 50 km from Harbin Taping International Airport, with National Highway 301 and Bin-Sui Railway running through it. The whole district covers an area of 2,452 square kilometers, with its basic landforms featuring “70% mountains, 10% water and 20% fields”. It has 7 towns, 12 streets and 108 administrative villages under its jurisdiction, with a total population of 597,000.

　　Rich historical heritage. Acheng has long been known as the “Birthplace of Jurchen, No. One Capital of Jin Dynasty”. In 1115, Wanyan Aguda, a great Jurchen leader, founded the Jin Dynasty by the Ashihe River, historically known as “Jinshangjing Huining Prefecture” , where four emperors ruled for 38 years successively. In 1153, the Jin Dynasty relocated in Yanjing (today’s Beijing), making Yanjing its new capital, creating a record of Beijing being used as the capital city of Chinese past dynasties. In 1909, the first year of the Xuantong reign period of the Qing Dynasty, Alechukacheng County was founded, briefly known as Acheng, which became a city in February 1987 and a district under Harbin in August 2006, extending Harbin’s historical context by nearly a thousand years. In the territory of Acheng, a total of 282 immovable cultural relics, including the cultural relics of the Jin Dynasty, have been discovered, including two cultural relic sites under state-level protection (Historical Site of Jinshangjing Huining Prefecture and Yagou Moya Stone Carving). In 2012, the Historical Site of Jinshangjing Huining Prefecture was included in the Standby List of China’s World Cultural Heritages. Acheng has sorted out 55 intangible cultural heritage protection projects, including 44 provincial and municipal-level protection projects and has been appraised as the National Advanced Cultural County, Heilongjiang’s Well-Known Historic and Cultural City and Home of Chinese Engraving Art, forming its unique historic and cultural advantages.
　　Abundant natural resources. Acheng is located in the buffer zone between Zhangguangcai Peak and Songneng Plain, with high organic matter content in the soil, producing abundant quantities of such food crops as corn, rice and soybeans, such farm and sideline products as purple garlic, melons and vegetables, such wild products as edible fungus, hedgehog hydnum and bracken and such medicinal plants as ginseng, schisandra chinensis and acanthopanax senticosus. Acheng boasts 25 kinds of non-metallic mines and rare element mines, with reserves over 2.5 billion cubic meters, with the output of limestone, marble and cement ranking among the top in Heilongjiang Province, with abundant reserves of such rare minerals as molybdenum, copper, iron, lead, zinc and arsenic. Acheng has a forest coverage rate of up to 50%, and its forest resources are mostly coniferous and broad-leaved mixed forests, including domestically well-known high-quality species, such as Korean pines and manchurian ash. Acheng has abundant reserves of water resources, with the water volume of Xiquanyan Reservoir, an agricultural water conservancy irrigation project, reaching up to 289 million cubic meters, making it Harbin’s backup water resource.
　　Unique tourism advantages. Acheng is located on the optimum travel radius of Harbin and on the golden travel route of Heilongjiang, especially well-known for its history, culture, forest ecology, geological wonders, Taoism health, ice and snow hunting and leisure and vacation tours. It has Jinlong Mountain National Forest Park, with virgin forests nearest to the capital city of a province in China, Harbin North Forest Zoo, covering the largest area in China, Yuquan International Hunting Ground, the largest closed hunting ground in Asia and Songfeng Mountain, the earliest holy site of Taoism in Northeastern China. In 2000, Acheng was granted the title “China Excellent Tourism City”. In recent years, Acheng has constantly increased input in tourism construction to create a batch of provincially well-known scenic areas, including Jinlong Mountain, Diaoshui Lake and Hongxing Lake, forming a 160km-long golden tourism loop, with Changjiang South Road and National Highway 301 as the axis and with focus placed on the “Five Large Scenic Areas”, i.e. Jinlong Mountain, Hongxing Lake, Pingshan Mountain, Yuquan and Jin Culture. Currently, Acheng has developed 17 scenic areas, including 3 national Grade 4A scenic areas and 2 national Grade 3A scenic areas, making Acheng the best destination for leisure and vacation in Heilongjiang.
　　Solid industrial foundation. Acheng is an important industrial town in Heilongjiang, with 68 above-scale enterprises and more than 5000 small and medium-sized enterprises, preliminarily forming an industrial development pattern supported by such industries as mines, steel, building material cement, food processing, equipment manufacturing and intensive timber processing. In recent years, with the completion and operation of pillar projects with investment amounts over ￥1 billion, such as AB Food and Yatai Cement, the optimization and upgrade of the process structure of Acheng Steel, construction commencement of pull-type projects, such as Longjiang Wood Industry Park and 400000-Ton Qingdao Beer and completion of such high-quality high-efficiency projects as Sanhe Tubular Pile and Zhongda Road and Bridge, the industrial economy of the whole district is showing a vigorous development trend featuring numerous projects, large investment amounts and rapid growth. Acheng has been constantly perfecting the infrastructure construction in the economic development zone with the zone’s carrying capacity and service capacity on the constant increase, with the number of the enterprises that have settled in the zone reaching up to 99, including 15 above-scale enterprises. Currently, in order to build the development zone into a state-level economic development zone, Acheng has constructed “One Zone, Three Parks”, constantly providing enterprises with a service platform featuring high efficiency, fast speed and high quality.
      Prominent agricultural features. Acheng is an important commodity grain base in Harbin, with available arable land of 1.194 million mu, with total grain output in 2012 reaching 601 million kg. In recent years, Acheng has been adhering to leading role of vegetable industrial base construction, with importance attached to the development of five-type agriculture, i.e. “Urban Type, Ecological Type, Sightseeing type, Leisure Type and Science and Technology Demonstration Type”, with such characteristic agricultural products as local vegetables, duck rice, sticky bean buns and small berries highly popular with people. Currently, 2 modern agricultural science and technology demonstration zones have been established in the whole district, with the vegetable growing area expanded to 130000 mu, with 5 kinds of products provided with certified national geographical indications and 674 kinds of pollution-free, green and organic agricultural products. Acheng has been granted the titles “Home of Garlic” and “Home of Rice” successively, with a road with regional features for modern agricultural development taken.
　　Livable environment ecology. Acheng is a “National Ecological Demonstration Zone” with an urban greening rate of 38%, with the ambient air quality reaching or superior to national standard Grade II for 327 days each year. In recent years, Acheng has attached great importance to creating a new 20-square kilometer urban area—“New Town with Mountains and Waters” , depending on the natural ecological advantages of there being mountains and waters in the southeast of Acheng, with the Ashi River as the axis, in accordance with the national first-rate standards. With the signing of modern service industry projects with investment amounts of over ￥10 billion, such as Outlets Ballet Rain Project and Minnan International Trade City invested by Fujian Fengshan Group, pulled by the construction of the “New Town with Mountains and Waters” , the construction of infrastructure, ecological environment, culture and public utilities are progressing at the same time. A new eco-livable town featuring integration of mountains and waters and harmonious fusion of man and nature is gradually taking shape.
　　Acheng’s shift from a city to a district under Harbin has promoted Acheng’s social and economic development. In recent years, Acheng has constantly increased efforts in opening up towards the outside world and investment attraction and brought in Acheng District’s Preferential Incentive Policies for Investment Attraction to provide enterprise with the most favorable conditions and the highest-quality services in terms of taxation, land and policies, which has helped Acheng obtain significant social and economic development achievements and made it ranked among the best of all the county-level cities (districts) of Heilongjiang. In 2008, Acheng was appraised as the Most Economically Vibrant County-Level City (District) in Heilongjiang. Acheng has been granted the honorary titles “China’s Top 200 Cities with Unique Charm”, “Top 50 Small and Medium-Sized Cities with the Most Investment Potential” and “Top 10 Counties (Cities) in Northeastern China”.
      Standing at a new historic starting point, the development thoughts and key strategic points for the coming five years have been determined at the second party representative congress of Acheng District, with the work theme of “Creating a New City at the Foot of Jinlong Mountain, Constructing a Pearl City by the Ashi River” put forward, with the five-function positioning of “Carrying Zone of New Industrialization, Demonstration Zone of Urban Agriculture, Expansion Zone of Ice City & Summer Capital Tour, Core Demonstration Zone of History and Culture and Priority Pilot zone of Eco-Livable City” defined and with two development strategies “Large Investment Attraction, Great Tourism” determined, striving to create a new wealthy, civilized, honest, harmonious , happy and splendid Acheng.
　　In 2012, Acheng District realized a GDP of ￥24.35 billion, up 9% compared with the same period of previous year; total fixes assets of ￥25.55 billion, up 30.3% compared with the same period of previous year; the local government’s public financial revenue of ￥530 million, up 18.3% compared with the same period of previous year; urban per capita disposable income of ￥17626.6, up 12.3% compared with the same period of previous year; rural per capita net income of ￥9817, up 15% compared with the same period of previous year.
