Chapter I Basic Information of Acheng District
　　Acheng is located southwest of the intersection point of Euro-Asian Continental Bridge and the northeastern urban development axis, and it is a throat connecting the Harbin Urban Circle with Changchun, Shenyang and the Bohai Economic Circle, strongly influenced by the Harbin-Changchun Economic Circle and the Bohai Economic Circle.
　　Traffic Conditions of Acheng District
　　Acheng District is located on the Sui-Man Economic Belt, proving direct access to Mudanjiang Port, Suifenhe Port, Jiamusi Port and Tongjiang Port in the eastern direction, providing direct access to Daqing, Qiqihar, Manzhouli Port and Heihe Port in the northern direction and providing direct access to Changchu and Shenyang in the southern direction. Acheng is in the core area of the space development planning for the Harbin Urban Circle, a mere 20 minutes’ ride to the downtown area, with a number of national highways and provincial-level trunk roads , such as Ha-Sui Highway, Ha-Tong Highway and Ha-Mu Highway, running through it, with 50 km from Taiping International Airport. Acheng has Bin-Sui Railway running from east to west, with 13 Grade 2 and Grade 3 railways station and 22 special railway lines, forming the artery of economic development of Acheng.
　　Acheng covers an area of 2,452 km, with a total population of 597,000 and has been appraised as China’s Top 200 Cities with Unique Charm, China’s Top 50 Small and Medium-Sized Cities with the Most Investment Potential, Top 10 Counties (Cities) in Northeastern China, the Most Economically Vibrant County-Level City (District) in Heilongjiang and the UN Habitat Award successively.
　　Long history and culture. Acheng is the birth place of the culture of the Jin Culture, long known as “Birthplace of Jurchen, No. One Capital of Jin Dynasty”. In 1115, Wanyan Aguda, a great Jurchen leader, founded the Jin Dynasty in Acheng, historically known as “Jinshangjing Huining Prefecture”, where four emperors ruled for 38 years successively. In 1153, the Jin Dynasty relocated in Yanjing (today’s Beijing), making Yanjing its new capital, creating a record of Beijing being used as the capital city of Chinese past dynasties. So far, it has had a history of 898 years.
　　Abundant natural resources. Acheng is an important building material manufacturing base in Heilongjiang Province due to rich mineral resources, with the area of forests of nearly 1200 km, a total stock volume of 8 million cubic meters, and a forest coverage rate of 51%, mostly dominated by coniferous and broad-leaved mixed forests, making it one of the areas with abundant forestry resource reserves in Heilongjiang Province.
Solid industrial foundation. Acheng is an important industrial town in Heilongjiang, forming a diversified industry system dominated by metallurgy, building materials, food, medicine, electromechanical products, textile and chemical fiber. Acheng has 68 above-scale enterprises, with Archeng Iron and Steel Co., Ltd. of Xilin Iron and Steel Group Co., Ltd. listed as a production base of steel intended for national mines, Songjiang Molybdenum Industry Co., Ltd. being the large molybdenum processing enterprise in Northeastern China; CRH (Ireland), one of the five largest international building material groups, wholly acquired Heilongjiang Xiaoling Cement Co., Ltd. in Acheng; the two 4000-ton/day new day process cement clinker production lines of Yatai Harbin Cement (Acheng) Co., Ltd. under Yatai Group has been put into operation, preliminarily forming an industrial development pattern supported by such industries as mines, steel, building material cement, food processing, equipment manufacturing and intensive timber processing.
Prominent agricultural features. Acheng has prominent characteristic industries and is referred to as the “Home of Rice in China”, “Home of Garlic in China”, “Home of Well-Known Spirit in Northern China” and “No.1 Town of Sticky Bean Buns in China”.
Abundant tourism resources. Acheng boasts magnificent mountains and rivers, with wonderful scenery in 25 scenic spots. It has the best-preserved virgin forests in China, state-level forest parks and a provincial-level geological park-Jinlong Mountain; it has the largest wildlife zoo in Asia-Harbin North Forest Zoo; it has the only thematic museum that displays the history of the Jin Dynasty and carry forward the culture of the Jin Dynasty in China-Jinshangjing History Museum; it has the largest closed hunting ground in Asia-Yuquan International Hunting Ground; it has the earliest holy place of Taoism in Northeastern China-Songfeng Mountain; it has internationally standard 18-hole golf course-Oriental Sports Club. In 2000, Acheng was appraised as “China’s Outstanding Tourist City”.
　　Rapid economic development. Acheng’s shift from a city to a district under Harbin has promoted Acheng’s social and economic development. Acheng has constantly increased efforts in opening up towards the outside world and investment attraction to provide enterprise with the most favorable conditions and the highest-quality services in terms of taxation, land and policies, which has helped Acheng obtain significant social and economic development achievements and made in the front rank among the county-level cities (districts) of Heilongjiang. It has been appraised as the Most Economically Vibrant County-Level City (District) in Heilongjiang. 　　Rapidly changing urban construction. According to the modern civilized city standard “suitable for starting a business, living and overall development of people”, Acheng has accumulatively invested nearly ￥ 2 billion to conduct urban construction, with a wastewater treatment plant with a daily wastewater treatment capacity of 100000 tons and a sewage treatment plant with a daily treatment capacity of 380 tons. Acheng has completed the construction of more than 50 residential communities, with an urban per capita living area of 27.5 square meters, with combined heat and power supply realized in the urban area, involving a centralized heating area of 10 million square meters. Acheng has a total greening area of 808.4 hectares, with a greening rate of 37%.
Chapter II Key Industrial Development and Layout Planning
　　The key strategies in the “Twelfth Five-Year” period, with focus placed on the development of five large industries, i.e. cultural tourism, food processing, new building materials and advanced equipment manufacturing and business logistics.
　　To create “A New Town”. To create a new 20-square kilometer urban area-“New Town with Mountains and Waters”, starting from National Highway 301 in the south, extending to the Sugar Factory Bridge in the north, involving a 9-km river section along the bank of the Ashi River by centering upon the overall goal of constructing a secondary downtown area of Harbin, a modern metropolis and depending on the natural ecological advantages of there being mountains and waters in the southeast of Acheng. Acheng is trying a new urban ecological area featuring integration of mountains and waters and harmonious fusion of man and nature to realize one river in the center, with flourishing development on both banks.
To expand “One Zone and Three Parks”. One zone refers to the existing Acheng Economic Development Zone, with focus placed on the development of such industries as food processing, wooden product intensive processing and advanced equipment manufacturing. Three parks refers to Xinhua Modern Architecture Industrial Park, with focus placed on the development of the new building material industry; Xinyang Advanced Equipment Manufacturing Industrial Park, with focus placed on the development of the advanced equipment manufacturing industry; Liaodian Modern Service Industrial Park, with focus placed on the development of such modern service industries as commerce & trade, logistics and finance.
　　To make “Five Large Industries” bigger and stronger. The five large industries are iron and steel building material industry, food & pharmaceutical industry, equipment manufacturing industry, modern logistics industry and cultural tourism industry. During the 　　“12th Five-Year” period, Acheng plans an annual growth of more than 16%, striving to realize 100 key industrial projects with investment amounts over ￥100 million, with the average annual growth of the total industrial output of the whole district reaching over 20%.
　　To attach great importance to the construction of “Five Scenic Areas”. To continue mining the culture of the Jin culture, forest culture, ice & snow culture, Taoism culture and geological culture and create a tourism pattern of “One Belt, Two Areas”. To set a goal of constructing two national Grade 5A scenic areas, integrate resources, create brands and form a tourism development pattern supported by “Five Scenic Areas”, i.e. Jinlong Mountain, Diaoshui Lake, Songfeng Mountain, Hukai Mountain and Jinshui River so that more tourists will come to Acheng for sightseeing, leisure and vacation, making the brand “Mountains and Rivers of the Capital City of the Jin Dynasty, Acheng with Great Charm” known to more and more people.
Layout of Business Logistics
　　To construct “One Center, Two Parks” along the development axis of Sui-Man Highway and Changjiang Road, and along the Ashi River.
　　One Center: i.e. the business center of the new town with mountains and waters. To construct a modern business center integrating shopping, catering, leisure & entertainment and hotels.
　　Two Parks: i.e. development of industrial logistics along Sui-Man Highway and Changjiang Road, with focus placed on the construction of a light industrial logistics park and an auto part logistics park.
　　Key Development Industry-Cultural Tourism Industry
　　To focus on creating an ecological civilization construction demonstration area of Harbin City, with the cultural tourism-based test and pilot area as the target, depending on Acheng’s unique advantages of history and culture of the Jin Dynasty and the advantages of ecological resources nearest to the main downtown area, to vigorously develop Jin Dynasty cultural tourism and forest, ice and snow leisure & vacation tourism.
　　Key Development Industry-Food Processing Industry
　　To highlight the advantages of key brands and comprehensively advance and pull the development and expansion of the food processing industry by depending on such enterprises as Yuquan Liquor Industry, Qingdao Beer and Churin Leadfoods.
Since Yuquan Liquor Industry Co., Ltd. was acquired by Huaze Group in 2008, a 5-year expansion and transformation program has been implemented. Within 5 years, ￥500 million has been invested in the expansion and transformation program, realizing annual production capacity of 50000 tons of high-quality liquor and annual sales of ￥ 1 billion, tax revenue of ￥200 million, and providing 640 jobs. The automatic blending and storage center and the automatic filling production line constructed in 2009 and 2010 have been completed and put into operation. This year, ￥1 billion is to be invested to expand high-quality liquor facilities and provide supporting facilities for the brewing center and industrial tourism. The expansion and transformation project will be completed by the end of 2013.
Qingdao Beer plans to invest ￥500 million to implement the relocation and reconstruction of Qingdao (Harbin) Co., Ltd. and build a modern beer manufacturing enterprise in Acheng, which will be the largest enterprise in Northeastern china, with a design capacity of 400000 tons per year, expected to realize annual sales of ￥2 billion, taxes of ￥280 million and provide jobs for 1500 people.
　　Key Development Industry-New Building Material Industry
　　Depending on the existing industrial base and resource advantages, Acheng will further optimize its product structure and increase added value, with the construction of Heilongjiang’s largest modern comprehensive building material manufacturing base as its goal, with focus placed on advancing the integration, optimization and upgrade of the building material industry, including the modern building material industry, the intensive wood product processing industry and the mineral, iron and steel industry.
Key Development Industry-Advanced Equipment Manufacturing Industry
　　Taking the opportunity of the construction of 16 state-level industrial bases and agricultural machinery industrial park, including New South Harbin Industrial Town, Acheng is trying to attract advance supporting equipment manufacturing enterprises related to the upstream and downstream of key enterprises of New South Harbin Industrial Town to settle in Acheng to establish an industrial support and collaboration system as soon as possible.
Key Development Industry-Business Logistics Industry
